This will be a multi-part series of a developing situation.
In 2021, the bid for a Chinese-based Worldcon won the selection bid. In 2023, Worldcon was held in Chengdu, Pidu, a district in and capitol of Sichuan Province in China.
Controversy preceded the the convention, with many objecting to the hosting of a convention in a country governed by a totalitarian regime and one that is currently engaged in multiple human rights violations, particularly directed at Muslim minorities. Controversy surrounded the vote as well, with many believing that a large number of ballots cast were ineligible and should have been discounted.
Controversy surrounded the convention itself, though only hints of that have managed to appear publicly.
Controversy surrounded the Hugo Awards when it was revealed that the vote had been fixed, at least by eliminating otherwise eligible entrants from the ballot. Hugo Administrator(s) were involved in that activity. It remains unclear how much influence was also exerted by Chinese government representatives, though many suspect that at the very least, “suggestions” were made.
Immediately following the convention, an “Industrialized Science Fiction Program” was announced to great fanfare: essentially, a group of media companies and Chinese governmental entities had established an investment fund to spur the growth of “Industrialized Science Fiction”, (an abhorrent phrase), which seems to mean using interest in the genre to both spur innovation and to spread Chinese culture worldwide through the use of science fiction properties.
(Note that those images were sent to representatives of the WSFS Mark Protection Committee, which, based in part on those images, issued the following public statement, which reads, in part – “To avoid any possibility of confusion, note that the “Tianwen Program”

Now comes the Ten Year Plan for implementing that program.
First revealed by a post from Ersatz Culture published on File 770, the program seems to include plans to host another Worldcon in China, as well as to get approval for seemingly unfettered use of Worldcon and Worldcon related IP, icons and imagery, that would be used to promote numerous conventions worldwide, support awards and otherwise utilize the recognizable brands and goodwill of the World Science Fiction Society to underpin the spread of a Chinese focused version of Science Fiction as Cultural Influence tool.
Below, the entirety of a translated version of the Ten Year Plan, obtained from the
“Notice from the Office of the People’s Government of Pidu District, Chengdu City on the issuance of the “Action Plan for the Construction of the Chengdu Science Fiction Center in Pidu District (2023-2033)” website.
Note that the English version is machine-generated and may not be entirely accurate.
Before providing the full text, I have highlighted several passages. The first of which is this:
“Focus on artificial intelligence, Web3.0 , advanced computing and other fields, cultivate virtual human operations, metaverse scene creation, generative AI” (From Long Term Goals, Item 8) (emphasis added).
Creatives in our field are already feeling the negative effects of AI on both their intellectual property and their economic futures. Now it seems, those intrusions are going to get government backing.
The remainder of the highlighted sections are below. These I believe to be the major areas of interest and concern and they will be addressed in future posts. Following the highlighted items, the full text of the Ten Year Plan.

Also note that during the announcement meeting immediately following the close of the Chengdu Worldcon, presenters appeared on the stage that still bore the Trademarked “World Science Fiction Convention”, while being labeled “World Science Fiction Conference” in text associated with the video.)

I am assuming that the reference is to 100 billion Yuan, which would be something over 13 billion dollars.)
